Management Approach

IRPC prioritizes safety across all facets, encompassing personnel, process, and transportation safety. Utilizing high safety standards, we strive for a zero-accident workplace and foster a strong safety culture among employees and suppliers. Our unwavering commitment includes embedding safety into every work process, setting targets of zero accidents and emergencies for all workforce and contractors. We also extend this commitment to our suppliers by integrating occupational health and safety as key aspects in the supplier code of conduct.

In line with this commitment, IRPC has standardized our occupational health and safety management by emphasizing competency development and safety awareness among our employees and contractors through the integration of digital technology in process improvement. This initiative facilitates access to occupational health and safety data, allowing for more efficient interpretation and enabling all employees to make more careful and informed decisions. This also fosters a positive working environment by promoting knowledge sharing in occupational health and safety, helping to create a strong safety culture and improve the availability and reliability of production equipment to achieve Safety Excellence.

Policy and Governance Structure

IRPC has established a comprehensive Quality, Security, Safety, Occupational Health, Environment, and Energy (QSSHE) Policy to ensure the highest standards across our operations. This policy prioritizes safety management by strictly complying with all applicable safety, occupational health, and environmental regulations, as well as energy and quality management system standards.

The company manages risks, changes, and safety to prevent serious incidents, property damage, and operational disruptions, while applying low-risk chemical management practices and promoting occupational health and safety for employees, contractors, and stakeholders. IRPC also safeguards personnel from pandemics, natural disasters, security threats, and other risks through emergency preparedness, crisis response, and risk mitigation measures to ensure business continuity. Additionally, the company communicates its QSSHE policies, programs, and performance transparently, providing training, guidance, and participation opportunities, while management and employees serve as role models and are accountable for aligning with safety policies and driving continuous improvement.

IRPC has established a comprehensive governance structure to oversee occupational health and safety, ensuring effective implementation and continuous improvement. As part of our commitment to fostering a culture of safety, we have introduced the Role Model practice by appointing the Occupational Health and Safety Management Committee, led by senior executives. This committee is responsible for communicating the OHS Policy, setting safety objectives, defining strategic direction, guiding implementation, and ensuring compliance with international safety standards.

Supporting this committee is the Safety Occupational Health Committee (SHE), which includes equal representation from management and workers, with a vocational safety officer serving as the committee secretary. This committee reviews policies, assesses risks, promotes safety initiatives, monitors performance, and recommends mitigation measures through regular meetings.

Additionally, the IRPC Management Safety & Occupational Health Committee (MANSAFCOM) and the Department Safety Committee (DEP.SC) further enhance our governance framework, ensuring efficient management of occupational health and safety issues across the organization.

SSHE Strategic Direction and Framework

Building on this foundation, IRPC aims to achieve SSHE excellence by 2030, driving SMART SSHE excellence to support all stakeholders while strengthening our license to operate. This commitment is reinforced by enhancing SSHE system synergy with partners, surpassing SHE standards to ensure legal compliance, and focusing on readiness in five key areas: Health, Tools & Equipment; Work Statement, Risk Assessment & Permit to Work; Carbon Credits Business; Green Technology; and Eco Operations & Technology, including Waste-to-Value solutions.

Occupational Health and Safety Management System (OHSMS)

In our commitment to promoting a safe and healthy work environment, IRPC has implemented an Occupational Health and Safety Management System (OHSMS) framework through the Operational Excellence Management System (OEMS) framework. This system is designed to ensure compliance with legal requirements and effectively address recognized risk management system standards and guidelines e.g. TIS18001:2554, ISO45001:2018, etc.

The scope of our OHSMS extends to all employees and workers whose activities are under our organization’s direct or indirect control, including on-site and off-site personnel, as well as contractors, and subcontractors. We have taken a comprehensive approach to ensure that all aspects of our operations are covered by our OHSMS, with clear protocols and procedures established to mitigate risks and hazards effectively. Any exclusion from the scope of our OHSMS is thoroughly assessed and justified, with the goal of ensuring the highest level of safety for all individuals involved in our operations.

Personal Safety

IRPC has established a formal health risk assessment process and has empowered employees with the authority to “stop work if unsafe,” as outlined in the procedure manual. This provision enables employees to halt work in dangerous situations or when they perceive a risk to their safety. It ensures that they can remove themselves from unsafe working conditions and environments without fear of penalties.

In addition to a strong commitment to safety, IRPC recognizes the importance of promoting healthy lifestyles among employees. To support this, IRPC launched the “Good Health Starts Here” Project, to address various health concerns, including employees with Body Mass Index (BMI) levels above the standard. The initiative provides free healthy lunches, such as organic vegetables and chili paste, as well as healthy snacks for meetings, including fruit and herbal juice. Additionally, exercise facilities and equipment are made available to employees.

IRPC developed the Health Performance Indicator Score (HPI), established by the Safety, Occupational Health, and Environmental Management department. HPI assesses employee health based on the effectiveness of various implemented strategies. These strategies aim to improve employee well-being through health monitoring, training, and promotion programs, including industrial hygiene and workplace exposure control, first aid training, fitness-for-work assessments, and health surveillance

Process Safety

IRPC applies Process Safety Management (PSM) and conducts annual plant safety risk assessments against TIS/OHSAS 18001 standards to ensure safety throughout production processes. This approach enables IRPC to maintain satisfactory safety statistics. An internal auditor team has been appointed and trained to ensure their competency in conducting the PSM audit program. The audit results are analyzed to develop corrective and preventive actions for continuous improvement.

To strengthen the effectiveness of our Occupational Health and Safety Management System (OHSMS) and drive continuous improvement, IRPC has established a structured incident management process. This process ensures thorough investigations, identifies hazards, assesses risks, and determines corrective actions using the hierarchy of controls. Each incident is promptly reviewed by an appointed investigation panel to analyze root causes and determine corrective actions.

The Incident Management System (idMS) consolidates incident data across all plants, supporting hazard identification, risk assessment, and the implementation of preventive measures. Guided by the Incident Management Procedure Manual, this approach promotes a strong reporting culture, ensures accountability, and encourages knowledge sharing to prevent recurrence.

The Safety Excellence Project nurtured safety awareness, promoted safety leadership, and trained workers to support and caution one another. As part of this initiative, IRPC conducts the Safety Excellence Assessment to review and improve processes, aiming to prevent and reduce potential risks, promote occupational health and safety, and foster a corporate safety culture.

The SHE Excellence Criteria, applied to IRPC’s internal departments, consists of five levels: Diamond, Platinum, Gold, Silver, and Bronze.

Occupational Health and Safety Culture

IRPC promotes a strong safety culture by implementing policies and initiatives such as Behavior Safety Management (BSM), which encourages employees to report unsafe conditions and behaviors while providing recommendations on safety practices. Various projects, such as the Goal Zero Accident Project, further embed safety culture across all operational processes.

Safety training is provided for all employees, contractors, and workers, while supervisors receive guidelines emphasizing that contractors should be treated as IRPC employees. Additionally, an inspection team conducts strict audits to ensure compliance with safety rules. In the event of an incident, IRPC appoints an investigation panel to determine root causes, extract key learnings, and share knowledge with employees to prevent recurrence. Safety journals and behavior records are regularly compiled and publicized.

Occupational Health and Safety Culture Projects

Accident Lessons Learned Workshop for PREM

An “Accident Lessons Learned Workshop for PREM” was conducted to focus on learning from accidents in engineering and maintenance work. The event gathered participants who collectively committed to achieving 180 days without accidents. This initiative aims to promote a culture of safety within the organization.

The PLHD & PLP1 2024 Mass Safety Talk

The session emphasized accident prevention and the importance of completing work on time with quality while minimizing rework. Key safety measures include stopping work if unsafe and ensuring readiness through proper tools, risk assessments, procedures, permits, and physical well-being. The significance of emergency response and heat stroke prevention was also highlighted. Strict adherence to First Line Breaking and Isolation procedures was stressed, encouraging contractors to seek guidance as needed.

IRPC Marine & Terminal Lesson Learned Safety Sharing & Workshop

IRPC held a safety sharing session and workshop focused on accident prevention during the monsoon season. Led by senior managers, the event included participation from employees in the marine transport and logistics sectors. Key outcomes included the establishment of safe marine transport policies and presentations on past incident prevention measures. Insights gained from the workshop will be applied to future operations.

PTT Group Transportation Safety Taskforce Event

The PTT Group Transportation Safety Taskforce event focused on reviewing midyear performance, discussing safety guidelines for oil transfer in case of accidents, and conducting a workshop to enhance transportation safety practices. IRPC established a safety committee for transportation operations, set KPIs for road and marine transport, and aligned strategies with PTT Group’s goals to improve overall safety. The workshop facilitated the development of actionable safety measures to further strengthen transportation practices across the organization.

IRPC Safety Officer Meets Contractor Safety Officer

The “IRPC Safety Officer Meets Contractor Safety Officer” meeting was held to update safety regulations, including procedures for checking Portable Gas Detectors and other related matters. Executives shared best practices and facilitated the exchange of knowledge and experiences with contractors. The session aimed to enhance collaboration and ensure safety standards are upheld, with 181 contractors from 110 companies participating.
