IRPC announced our Human Rights Policy in 2017. The directors, executives, and employees of the IRPC Group companies are to uphold laws on labor and human rights, while respecting labor rights, women’s rights, children’s rights, and human dignity as well as the liberty and equality of those certified by or protected under Thai and international laws.
The Policy applies to all employees in IRPC, subsidiaries, our business partners (suppliers, contractors, customers) and communities which may be affected by the company’s activities throughout the value chain to protect and respect the human right and remedy their violations.

IRPC respects and supports protection of human rights in which announced in the UN Global Compact (UNGC), refrains from discrimination due to the similarity or difference of national, religion, sex, ages, education, status. Our consideration covers the respect in personal freedom and the protection of personal data what is contained in the good corporate governance handbook ‘Code of Conduct’.
Human Rights refer to the basic rights and freedoms granted to all individuals. IRPC respect and demonstrate awareness of the importance of human rights of all stakeholder groups, and understand salient human rights issues (issues at risk of the most severe negative impacts) that are present in the company’s activities and business relationships, across its value chain. The scope of this element covers: risk assessment, human rights management and due diligence, complicity in human rights violations, resettlements, and labor rights, among others. Moreover, IRPC has restrictedly followed the Labor laws and encourage personnel to self-development. The organization endorses Trade Union of the main organization and groups by promoting employees’ opinions and complaints according to the Labor Laws.

Requirements for our own operations
We will manage and actively examine the employment and hiring of labor by IRPC Group to ensure that such actions respect and comply with human rights principles. To this end, prevent violation, remain alert to violation, and refrain from conspiring to violate human rights.
We will treat all employees fairly under employment terms that comply with the law and customs. Hire no illegal labor and refrain from forced overtime work without employees’ consent. Refrain from violation or threats of all forms. Establish suitable training and skill development leading to equal opportunities, free of discrimination. Particularly value the rights of individuals that are physically vulnerable, including the handicapped and pregnant women. Advocate the exercising of freedom to form labor unions and negotiate or express any gestures by labor unions under labor laws.
In order to support security and safety of individuals and properties, we will conduct occupational health guidelines and processes to prevent violation of human rights principles. Safeguard individuals and properties at and around IRPC Group’s sites.
We will conduct stage training and communication to produce awareness. Promote understanding of human rights principles among employees, particularly in units or among those whose jobs are liable to such violation.

If possible, we will take part in encouraging our suppliers to treat their respective employees, stakeholders, and business partners in a way that respects human rights and aligns with international human rights principles, and similarly in their community interactions. Finally, value such rights of those physically vulnerable, including children, the handicapped, pregnant women, and the elderly.
Requirements for our business partners
We will take part in encouraging our business partners throughout the supply chains to treat their respective employees, stakeholders, and business partners in a way that respects human rights and aligns with international human rights principles, and similarly in their community interactions. Finally, value such rights of those physically vulnerable, including children, the handicapped, pregnant women, and the elderly.
In order to respect customers’ rights, we will ensure that customers must receive products and services of high quality and suitable prices under fair terms while taking into account consumer and public safety. We are committed to producing satisfaction and assurance for customers and the consuming public for products and services that are of high quality and safety standards. Finally, establish channels for customers’ feedback and complaints on any problematic matters as well as human rights matters.

We place highly emphasis on environmental responsibility by the establishment environmental, social and health impact assessment (EIA/HIA) processes, as well as processes for any group actions potentially harming communities and the environment. Define preventive measures and compliance with the terms or guidelines imposed by applicable regulators. In addition, we take responsibility to communities and society by striving for healthy local relations while improving communities’ quality of life and living conditions and promoting feedback on group businesses that proves constructive to communities, society, and the environment.

II. Management System/Process
IRPC’s executive directors and employees including IRPC’s subsidiaries and business partners must abide by and comply with the human rights policy announced in 2018 under the Labor and Human Rights Law that respect for labor rights, women's rights, children's rights and human dignity including the liberty and equality of those who have been certified or protected under Thai Law and International Law in order to Protect, Respect and Remedy in Case of Human Rights Violation From IRPC's operations throughout the supply chain. The announced policy is in line with IRPC’s concept of caring concern (Care, Share, and Respect) that has been operating since 2006.
Way of IRPC’s human rights
IRPC took part in the development of Human Rights Management System (HRMS) for use in different businesses of PTT Group by applying necessary guiding principles on human rights which cover every activities that may violate human rights with the purpose of risk assessment and risk mitigation planning for issued related to human rights as well as tracking, monitoring, and reporting of the outcome. The system also defines management structure of role and responsibility of each unit that are responsible for human rights management.
IRPC’s Due Diligence Process
IRPC’s due diligence process consists of a systematic approach as follows:
1. Identification of relevant human rights issues: IRPC identifies relevant and potentials human rights risks associated with the following scopes; labor rights, community rights, supply chain, security and safety, environment, and customer rights.
2. Identification of vulnerable groups: IRPC identifies vulnerable group (children, indigenous people, and migrant labour who may be impacted by IRPC's operations and are likely to be human rights violated.
3. Human rights risks and impact assessment: Impacts and likelihood of human rights risks are assessed at the corporate level human rights risks of all activities throughout the value chain including IRPC affiliate, controllable and non-controllable joint ventures, and critical Tier 1 suppliers. The assessment process is also included the analysis of risk which defines the level of risk impact into 4 levels (extreme, high, medium, and low level). The evaluated impacts which contain medium to extreme level of impacts will be considered the related existing control that company has in order to finally identify the corporate human right risks.
4. Mitigation Measures and Integration: IRPC concerns about the appropriate mitigation measures in order to alleviate these risks. Hence, IRPC develops risks mitigation measures that align with risk levels. These mitigation measures are integrated and minimized and controlled human rights risks to low residual risk level (acceptable level).
5. Monitoring Report and Communication: The performance according to human right mitigation measures is monitored and reviewed by responsible team and management on annually basis to ensure human rights issues are rectified. Examples of mitigation measures include managing security, occupational health and safety of employees and mitigating environmental impacts.
6. Remedial action: IRPC designed the sufficient and appropriate remedial actions to alleviate human rights impacts caused by the company. The remedial actions consist of both financial and non-financial forms to compensate the impacts.

IRPC recognizes the importance of respect to human rights and understands that corporate body should be able to protect, pay respect and make a remedy in case of violation on human right as a result of business operation.
Human Rights Assessment
IRPC conducts human rights risk assessment, assessing the potential human rights that could be violated by IRPC's business activities. IRPC applied HRIAM's individual list of human rights risk as a guideline to define risk. The assessment assesses likelihood and impact. Moreover, IRPC also identifies vulnerable groups, who may be impacted by IRPC's operations and are likely to be human rights violated.
In order to align its operation with other companies in PTT Group and to make the impacts analysis and risks assessment on human rights aspect to meet international standard, IRPC has reviewed and improved its operation by design a new Human Rights Risk and Impact
since 2017. Such methodology serves as criteria for evaluation of human rights work at IRPC to make the management of quality, occupational health & safety, environment, social responsibility, and supplier screening process to comply with local and international laws and standards.
Human Rights Risks and Impact Assessment are implemented through IRPC value chain to prevent and mitigate the potential negative human rights impact from business operations. This assessment covers human rights reassessment in own employees, children, indigenous people, migrant labors, contractors and suppliers, customers, local communities, and joint ventures where company has management control and no management control. Human Rights Risk ratings are assessed on two factors which are likelihood and impact.
To control these human rights issues, IRPC developed the mitigation and remediation measures to minimize the impacts to an acceptable level.
